A Pause on a Polluting Project?
In July, a Fresno County judge halted the construction of what would have been the
largest Costco warehouse in the world. Now, local advocates are calling for equal
scrutiny, and immediate pause, on another major development: the proposed State
Route 99 freeway expansion solely designed to enable the development of a massive
industrial park project near the unincorporated communities of Calwa and Malaga in
South Fresno.
Both projects face legal challenges rooted in the California Environmental Quality Act (CEQA). Friends of Calwa and Fresno Building Healthy Communities recently filed their opening brief on the CEQA merits, which are scheduled to be argued before the Fresno Superior Court Jan. 9, 2026.
In the Costco case, the court ruled that the City of Fresno failed to follow state
environmental law. Community leaders argue that the same is true (if not more severe) for the mega freeway expansion project in South Fresno led by Caltrans and the Federal Highway Administration. If one is put on hold, the other should be too.
