The People’s Transportation Plan is Headed Toward the Ballot
It’s official! A coalition of community organizations, youth leaders, labor unions, local elected officials and residents from across Fresno County has filed notice to begin gathering voter signatures to qualify a transportation improvement measure for the November 2026 ballot.
Moving Forward Together reflects years of conversations about what is (and is not) working on our roads, in our neighborhoods, and across our transit system. The plan would continue and update the existing half-cent transportation sales tax that has been in place since 1986 and is set to expire in 2027. If approved by voters, it would generate an estimated $7.4 billion over 30 years dedicated solely to transportation improvements in Fresno County.
For local families, that means improving the condition of the street in front of their home. It means faster and better public transit. It means children will have a safe route to school, and workers can get across town without adding another hour to their day.
Inside the Plan
Over the past year, thousands of residents have participated in meetings, meetings, and workshops to share what they want to see prioritized, and the message has been consistent. Fix neighborhood roads. Make streets safer. Improve public transit. Increase accountability.
That’s why this measure truly is the people’s plan.
65% of funding would be dedicated to fixing and maintaining local streets and roads.
Fresno County faces billions of dollars in deferred road maintenance, and taxpayers consistently rank road repair as their top transportation priority. The plan requires regular pavement condition surveys and sets clear expectations for improving road quality over time, so that no neighborhood is left behind.
25% of funding would be invested in public transit.
That includes expanding service, improving reliability, and increasing access for seniors, students, and working families. For many families, especially those without access to a personal vehicle, public transportation is not optional. It’s how they reach jobs, medical appointments, and grocery stores. Strengthening transit also helps reduce congestion and improve air quality.
5% of funding would support regional connectivity. This will improve the corridors that link cities and rural communities across Fresno County. An additional 4% would be directed toward access and innovation, including projects that enhance mobility options and modernize our transportation system. 1% is reserved for administration and independent oversight.
Accountability is built into the structure. The plan calls for annual audits, public reporting, and a citizen oversight committee to monitor how funds are spent. Revenues generated in Fresno County will stay in Fresno County.
Perhaps most importantly, this plan does not create a new tax. It continues and updates an existing local funding source that voters have supported for decades.

Why We Support the People’s Plan
At Fresno BHC, we believe transportation is as much a public health issue as an economic one. The condition of our roads affects safety. The availability of sidewalks and safe crossings affects whether children can walk to school. Reliable transit determines whether families can access food, jobs, healthcare, and opportunity. Long commutes and poor air quality take a toll on physical and mental health.
We have written previously about the need for transportation systems that serve working families, reduce environmental burdens, and close long-standing gaps between neighborhoods. We are proud to support a plan that prioritizes better roads and safe streets while embedding accountability and community oversight into the framework.
Over the next several weeks, supporters of Moving Forward Together will be collecting signatures to qualify the plan for the November 2026 ballot. The signature-gathering phase is critical. It ensures that the voters (not a small group of decision makers) will have the opportunity to weigh in on the future of transportation funding in Fresno County.
